Most villagers of the Golestan Province are shepherds. So wool is easy to find. Villagers used to throw away the wool before, but they use it to make these cute puppets now. Not only because making a fair income, but also for conservation of Hyrcanian forests in their districts, making this dolls is making sustainable effects there.
